Abstract
This article reviews the orientation of public policies in the initial education in Chile at the level of state dependence, based on the definitions provided by Law 20710 that establishes in 2013 the compulsory nature of Preschool Education and Law 20835 that Creates in 2015 the Secretariat of Preschool Education and the Intendance of Preschool Education. The review observes aspects that guide the action of state institutional actors such as the National Board of Kindergarten (JUNJI) and Integra Foundation, and how they develop actions corresponding to "areas that will allow to evaluate the fulfillment of the objectives in terms of quality, Equity and efficiency " (Alarcón, Castro, Frites y Gajardo, 2015). Among these actions, leadership is an expression of quality management in institutions that seek to develop the human and professional potential of their collaborators and members of their educational communities.
